Beyond the Announcement — Sydney's AI Data Centre Build, Read Through Who Is Being Hired

In April, Satya Nadella stood up in Sydney and committed A$25 billion. It was the largest investment Microsoft had made in Australia in its forty years there — enough to expand its local data center footprint by 140% before the end of 2029.

He was the third person to write a number that large to the same address in twelve months. Anthropic: roughly A$21.6 billion. Amazon: A$20 billion. Three unrelated companies. One city.

The reason is not sentiment. It is physics. AI is the most abstract product ever sold, and the most physical business ever built to sell it. Training and inference need compute; compute needs racks, power, cooling, and a parcel of land with a realistic path to a grid connection. Every model release eventually cashes out as concrete.

But an announcement is still only an announcement. Unpack Anthropic’s number and you find something more interesting than a construction program: the A$21.6 billion is not a building permit. It is a request for proposal sent to five Australian operators — CDC, AirTrunk, NextDC, Iren and Stack — seeking at least 1.4GW, with a target of 1GW online by the end of 2027. The most-quoted AI investment figure in Australia is, structurally, a procurement. And as of recently, it had not reached a final investment decision.

That is the problem with every capital announcement. They describe intent. And the most reliable way to judge whether a place is actually going to boom has never been who announced what. It is who starts moving in.

To find out where the money has already reached, you have to look at something slower and considerably more boring: who these companies are hiring. The logic is simple. Announcements get revised. Budgets slip. Investment decisions get deferred indefinitely. But if a company is going to pay someone a salary, that person has to have work to do. In a capital program, hiring is the honest part — the people have to arrive before anything can happen.

So over the past two months I read every publicly posted data center role in Sydney I could find, one at a time. Not for job titles. For one thing only: which stage of the lifecycle does this seat belong to?

An Investment Is Not One Action. It Is Seven Stages. // 一筆投資不是一個動作,是七個階段 #
In Data Center 101 I wrote that a hyperscale facility typically takes 27 months from decision to service. Those 27 months are not uniform. They break into seven stages with entirely different characters, and each one needs a different kind of person.

The critical property of this table is that the order is strict. Nobody hires a commissioning engineer before the concrete is poured. Nobody looks for someone to plan equipment retirement before the first racks are live. Which means the question “who is hiring for which stage” is a progress bar.

AWS covers the most ground — from capacity acquisition and investment decisions, through owner-side construction management, to operations and equipment retirement. Its construction management sits in Sydney while the projects span multiple Australian cities. Sydney is the management center.

Microsoft has assembled cost control, procurement, energy and grid connection, and asset management into a standing set of functions for a single city. It is also hiring on the demand side, to sell the capacity. Both ends at once is rare across these seven stages.
微軟把一座城市的成本控管、採購、能源與併網、資產管理,編成一組長期存在的職能;同時也在招需求端的人,把產能賣出去。七個階段裡,兩端同時進行的並不多見。
AirTrunk has the most complete sequence. Within two months it extended forward into pre-construction development and backward into commissioning and customer delivery — the shape a company makes when it converts from a project organization into a platform operating one.

Anthropic is the most interesting placement. Its functions cluster at stage one, on the tenant side: confirming whether a deal is real, holding partners to their delivery dates. It does not intend to build. That is the other face of the same RFP.

Google’s hiring concentrates on operating existing facilities, including those serving government and public-sector workloads — a reminder that Sydney’s data center industry did not begin two years ago. There is an older, steadier layer of demand underneath it. And NVIDIA, a company that sells equipment, has grown local service operations of its own.
Google 的招聘集中在既有設施的營運,包含面向政府與公部門的場域。這提醒了一件容易被忽略的事:悉尼的數據中心產業不是這兩年才長出來的,它底下墊著一層更早、也更穩定的公部門與金融需求。而NVIDIA 這家賣設備的公司,則長出了自己的本地服務營運職能。
Three Things the Sequence Shows // 三件讀得出來的事 #
1. They Are Not Just Announcing. They Have Started. // 一、不只是宣布,是真的動起來了 #
All seven stages already have people being hired into them. Two of those signals matter more than the rest: owner-side construction management, and equipment refresh and retirement. Both share a property — they can only exist after work has physically begun, and in the second case after equipment has already been running. You don’t need someone to own a construction site if there is no site. You don’t need someone to plan how to replace hardware that was never installed.

2. The Supply Chain Has Moved With Them. // 二、整條產業鏈跟著動起來了 #
In The AI Supply Chain Dividend I argued that AI’s wealth does not stop at the hyperscalers’ income statements. It travels down the chain — chips, memory, power and heavy industry — and lands, eventually, in real payroll. That piece described the global transmission. In Sydney I saw its local shape for the first time: six unrelated layers opened data-center-specific roles in the same window.

Cost and contract consultancy. Temporary power and energy storage. Outsourced operations and trades training. Industrial property. IT distribution. Power and network equipment vendors.

There is a useful test hiding in that list: derived demand is more honest than primary demand. A global cost consultancy does not create a dedicated practice for a market that hasn’t moved. An equipment rental firm does not stage generators and battery systems against a press release. An outsourced operator does not start training apprentices for no reason.

The temporary power line is the sharpest of them. Its existence is itself the message: you rent temporary power because permanent power has not arrived yet. This is the point I made in Data Center 101 — grid connection is the single largest schedule risk in the entire build — showing up as a payroll line. In Australia, a large data center takes roughly two years from connection application to energization.

So the dividend is not an abstract “AI lifts the economy.” It takes the form of one consultant’s job, one generator lease, one apprenticeship in electrical trades.

3. Sydney Got More Than a Machine Room. It Got Decision Rights. // 三、悉尼拿到的,不只是機房,是決策席位 #
This is the part worth remembering. The right measure of a city’s position in global infrastructure is not where the money is spent. It is where the people who decide how to spend it sit.
這是我認為最值得記住的一點。衡量一座城市在全球基礎設施版圖裡的位置,看的不應該是錢花在哪裡,而是決定錢怎麼花的人在哪裡。
A city with only operations roles is a machine room. The equipment is there, but the budget, the specifications, the approved vendor list and the negotiating leverage are all decided somewhere else.
一座只有維運職能的城市,是機房。設備在這裡,但預算、規格、供應商名單、談判籌碼,全都在別處決定。
When procurement, cost control, energy and grid connection, capacity transactions and design authority start appearing as locally based functions — when the people deciding who to sign with, whose equipment to buy and how to secure power are sitting in the city — the city becomes a decision node. What is appearing in Sydney is the second kind. At more than one company.
而當採購、成本控管、能源與併網、產能交易、設計權責這些職能開始在本地編制——當決定跟誰簽約、用誰的設備、怎麼拿到電的人就坐在這座城市裡——這座城市就成了決策節點。悉尼現在出現的,是後者。而且不只一家公司如此。
Why Hiring Is More Credible Than Announcements // 為什麼招聘比公告更值得相信 #
In August I published a case study on a data center colocation contract. The conclusion was that the 40MW printed on page one is an intention. The value lives in the irreversible states further down — accepted, operating. Until then, everything is still negotiable.
今年八月,我寫過一篇數據中心託管合約的案例研究。核心結論是:合約首頁那個 40MW 只是一個意圖,真正有價值的是後面那幾個不可逆的狀態——已驗收、已營運。在那之前,一切都還可以談。
Hiring is the same idea expressed in people. Announcements can be rewritten. Budgets can be resequenced. An investment decision can wait another quarter. But once a company starts hiring for commissioning, customer delivery and asset refresh, it has entered a ratchet: retreating no longer means cancelling a plan. It means breaking a set of contracts, a team, and a string of leases and purchase orders already signed.
招聘是同一件事的人力版本。公告可以修改,預算可以重排,最終投資決策可以再等一季。但當一家公司開始招驗收、客戶交付、資產汰換這幾段的人,它就進入了棘輪:此時撤退的代價不再是取消一個計畫,而是毀棄一組合約、一支隊伍、一連串已經簽下去的租約與訂單。
Capital is a promise. Headcount is the receipt. The receipt has been issued.

A Hub of the AI Era, and Sydney’s Next Engine // AI 時代的重鎮,與悉尼的下一具引擎 #
The most counterintuitive thing about AI is that it turned the most immaterial product imaginable into the most physical business built to deliver it. Models are software. What holds them up is land, power, copper, water and concrete. Once compute becomes infrastructure, it acquires geography. And geography means cities get ranked.
AI 最反直覺的一件事,是它把最虛的東西變成了最實的生意。模型是軟體,但支撐模型的是土地、電力、銅、水和混凝土。運算一旦變成基礎設施,它就有了地理。 而有地理,就有城市之間的排序。
The cities near the top need five things: power you can get, land you can get, networks that reach you, law you can predict, and people who can do the work.

Sydney already had four. Roughly three-quarters of Australia’s data center capacity sits here — more than four times Melbourne. Four major submarine cables land here, making it the low-latency gateway into the southern Asia-Pacific. Hyperscalers have been compounding on the ground for over a decade: AWS in 2012, Azure in 2014, GCP in 2017. Add the density of four major banks and the federal and state government estate. In August 2024, Blackstone and CPPIB paid A$24 billion for AirTrunk — the largest data center transaction in Asia-Pacific and the largest private-equity deal in Australian history. That is what they were buying.

What two months of hiring data shows is the fifth thing arriving.
而這兩個月的招聘資料告訴我們的,是第五樣東西正在補上。
That is the real turning point. The first four are endowments — they were already in the ground. The fifth is a choice: a group of people deciding to put their careers, their teams and their decision rights here. Endowments can be matched by another city. People are harder to match, because people teach each other, move to the company next door, and become the senior layer of an industry ten years later.
這才是真正的轉折點。 前四樣是稟賦,是這塊土地本來就長在那裡的東西;第五樣是選擇,是一群人決定把職涯、把團隊、把決策權放在這裡。稟賦會被別的城市追上,人不會——因為人會彼此教、會流動到隔壁公司、會在十年後變成這個產業的中堅。
For Sydney itself the consequence is more concrete. This chain has an unusual shape. It reaches up into energy and heavy industry — grid augmentation, transformers, storage, connection works. It reaches down into the trades — electrical, mechanical, fire, controls, each one requiring a licensed person. And it holds a layer of senior commercial work in between: procurement, cost, energy transactions, contracts, design management. Few industries create high-paying decision roles and skilled blue-collar jobs at the same time.

This city’s economy has long stood on two pillars: resources and finance. Data centers and AI have a real chance at being the third — and this one is spread wider than either.
長期以來,這座城市的經濟骨幹是礦業與金融兩根柱子。數據中心與 AI,有機會成為第三根,而且它的分佈比前兩根都更廣。

Then there is permanence. Of the seven stages, construction (②③④) ends. Operations and refresh (⑥⑦) do not. A finished data center runs for twenty years, and the people it needs have to be there every one of those days. That matters more than any headline figure: construction delivers a wave of orders; operations delivers a generation of careers.
更重要的是持久性。七個階段裡,建設(②③④)會結束,但營運與汰換(⑥⑦)不會——那是常駐的。一座蓋好的數據中心會運轉二十年,而它需要的人,每一天都必須在場。 這一點比任何一筆投資金額都更值得看重:建設帶來的是一波工程訂單,營運帶來的是一代人的職業。
Public debate about data centers is mostly about electricity and water. That debate is necessary and should continue. What this data can add is the other half: what kind of work this build is creating locally, and whether that work stays.
關於數據中心的公共討論,多半集中在用電與用水。那是必要的討論,而且應該繼續。這份資料能補上的是另外一半:這輪建設在本地創造了什麼樣的工作,以及那些工作會不會留下來。
I don’t know when A$21.6 billion turns into 1.4GW. The investment decision still hasn’t landed. But something has already happened. This city has started staffing for it.
